The following are MCNO’s positions regarding the July 5, 2011 NCDC hearing.
New Business – Strategic Demolition (Office of Code Enforcement)
a) 3912 BIENVILLE ST – DEFER 30 DAYS
Although this is undoubtedly one of the most blighted houses on this stretch of Bienville, it is also still solid and shows no signs of irreparable damage due to neglect. Furthermore, it is an historic structure next to 2 vacant lots. To create an unbroken stretch of three lots would diminish the streetscape more than has already happened. There is nothing strategic about adding another vacant lot to this prominent and well-traveled street.
The board member in charge of this area will work with the property owner to advocate for a donation of the property to a non-profit. Therefore, MCNO requests a 30 day deferral to allow this process to begin.
New Business – FEMA-Funded Demolition (Office of Code Enforcement)
e) 3700 BAUDIN ST – SUPPORT
This is a slab-on-grade, brick structure that has been badly damaged. In keeping with MCNO’s position regarding slab-on-grade structures (that they cannot be feasibly elevated and are very rarely historic), we support this demolition.
